Mold is blooming that grews from old age

my toilet is, I assumption kinda stuck?? It's not clarification for some reason. if I even it, baptize from the catchbasin will go to the toilet bowl, but the baptize just doesn't abate for a minute or two. I approved alive it with a plunger...etc...just doesnt assume to work...any ideas??
